Judge Victor M. Del Pino
Judge Del Pino was first sworn in as an Associate Judge for the District Court of Maryland for Montgomery County in 2019 pursuant to his appointment by former Governor Larry Hogan. Throughout his six-year tenure, Judge Del Pino presided over criminal, traffic, and civil matters. Judge Del Pino was also selected to sit in the District Court’s mental health problem-solving court, where he worked closely with a team of mental health professionals and court staff to provide court-supervised treatment to individuals suffering from mental health diagnoses. In January 2026, after completing a second comprehensive vetting and evaluation process, Governor Wes Moore elevated Judge Del Pino to the Circuit Court for Montgomery County.
Before joining the bench, Judge Del Pino was a litigator with a distinguished career in the Montgomery County State’s Attorney’s Office and private practice. As an Assistant State’s Attorney, he prosecuted misdemeanor, juvenile, and felony cases that originated in Montgomery County. After nearly six years in that role, Judge Del Pino was named the chief of the Gang Prosecution Unit. This historic achievement made him the first Latino to hold that position in the history of the Montgomery County State’s Attorney’s Office. As Chief, Judge Del Pino tirelessly worked to combat gang-related crimes and reduce gang expansion in Montgomery County.
Driven by his desire to understand the law from every angle, Judge Del Pino later transitioned into private practice. He was a founding partner of McGann, Del Pino, and Hughes, LLC (formerly Kudel, McGann, and Del Pino, LLC). For ten years, he defended the rights of Montgomery County residents within the same courtrooms where he once prosecuted. The balanced perspective that he gained from working on both sides of the aisle allows Judge Del Pino to exercise a fair and even-handed approach to every case that comes before him on the bench.
Judge Del Pino’s involvement in the legal profession extends beyond the courtroom. He was appointed by the Chief Justice of the Supreme Court of Maryland to serve on the Judiciary Strategic Planning Committee. Judge Del Pino was also selected by the Chief Judge of the District Court of Maryland to join the Statewide Steering Committee on Behavioral Health and the Justice System. Judge Del Pino educates the next generation of attorneys by teaching as an adjunct faculty member at Georgetown University Law Center and American University’s School of Public Affairs.
Locally, Judge Del Pino is a visible and active presence in the community that he calls home. Judge Del Pino was a member on the Board of Directors of his alma mater, Our Lady of Good Counsel High School, is a youth basketball coach, and had been on the board of directors for Identity, Inc., a nonprofit serving families living in Montgomery County’s highest-poverty neighborhoods.
Judge Del Pino earned his B.A. in Criminal Justice and Sociology from Virginia Wesleyan University, where he also was a 4-year member of the men’s basketball team. He earned his J.D. from the University of Baltimore School of Law. Judge Del Pino grew up in Silver Spring and has been a lifelong resident of Montgomery County, Maryland.
