Judge Debra Dwyer was appointed to the Circuit Court Bench in October 2016 by Governor Larry Hogan. Judge Dwyer is a life-long resident of Montgomery County and attended Montgomery County public schools. She is a graduate of Montgomery College, where she received her AA degree. Judge Dwyer then graduated from American University, receiving her BS, MS and JD degrees. Following law school, she served as a Special Agent with the Federal Bureau of Investigation, where she investigated white collar crime and public corruption.
In 1988, Judge Dwyer joined the Montgomery County State’s Attorney’s Office as an Assistant State’s Attorney, where she served for 14 years. There, she prosecuted some of the county’s most notorious and complex crimes including the prosecution of Bruman Alvarez, who murdered five people in a Potomac home in 1994, and the 1999 prosecution of Hadden Clark for the murder of six-year-old Michele Dorr.
In 2002, Judge Dwyer joined the United States Attorney’s Office in Baltimore as an Assistant United States Attorney. She served there for 14 years and prosecuted violent crimes, many involving large-scale drug distribution operations in Baltimore City. In 2006, she led the prosecution of the murderer of a federally protected witness, for which she received a Director’s Award for superior performance, one of the Department of Justice’s highest honors. From 2014 to 2015, she was detailed to the Department of Justice’s Organized Crime and Gang Section where she served as Deputy Chief. She has served on the Circuit Court Bench since her appointment in October 2016.
Judge Dwyer has many years of community service of which she is proud, including serving on the Board of Governors of the Montgomery College Alumni Association from 2010-2016 (Vice President 2016) and the City of Rockville Human Rights Commission from 2007-2015 (Chair 2012).
Judge Dwyer and her spouse, Rosie, reside in Rockville. She enjoys running and travel, and is an avid sports fan.
